Permanent Representative


Rafael Ramírez Carreño is the permanent representative of the Bolivarian Republic of Venezuela to the United Nations since December 2014, coinciding with the country’s election to the Security Council.

Before that, Ramírez held the office of Minister of Foreign Affairs of the Bolivarian Republic of Venezuela, to which he was appointed following an extensive career in the oil sector. From 2004 to 2014 he was President of Petróleos de Venezuela, S.A. (PDVSA) and Minister for People’s Power of Oil and Mining. Given his ample experience and knowledge in the field, he represented Venezuela at more than thirty OPEC Conferences of Ministers, the International Energy Forum and other international encounters.
